First, the reading states that high taxes will be discouraged people to eat unhealthy food or smoke. The professor refutes this point by stating that it does not lead to healthier behavior. For example, some people who tend to smoke cigarette and not want to quit it, will buy cheaper cigarettes which have lower quality. These have more harmful substances than high quality cigarettes, so that it might be presented greater health risk. Another example for unhealthy food is that people who continue to eat unhealthy food, by paying taxes on them, will have less money for buying healthy food.

Second, the article claims that taxes of this kind are financially fair and will be shifted financial burden from all the society to just those who choose to take part in the unhealthy activities. however, the professor contends that there are different ways of thinking about fairness. For example, such taxes do not take into account the income of people who have to pay the taxes. In this way, people with the lower-income must pay as much as the person who has the higher income and they will carry much greater burden.

Third, the reading avers that the high taxation will increase the revenue for the government and it has benefit for everyone. The lecture opposes this point by the government earn a lot of money in this way each year. it does not lose such an income, otherwise, it may be define some banning open place for person who are smoking, so that they are not allowed to smoke there.

Therefore, in the listening, the professor asserts that it can be a challenge by pointing out three potential problems in the plan.
