The content of the listening totally contradicts the article on the topic of the increasing tax to reduce purchasing cigarettes. Firstly, the author says that high taxes will discourage people from indulging in smoking, as long as other kinds of unhealthy behavior. However, the lecturer refutes it and points out that rather than buying fewer cigarettes, people who like to smoke may switch to buy cheaper ones because of the high taxes. In addition, people who like unhealthy foods may still buy the harmful foods, but reduce the consumption of healthy food because they have less money left after buying the former one which they like.
Secondly, the author mentions that these taxes of unhealthy goods are kind of financially fair because those who lead unhealthy lives create more medical costs. Likewise, the lecturer disputes it and argues that this fair may be unfair to some people. For example, the rich and the poor will pay the same amount of taxes, while these taxes are expensive to the poor in terms of their income. Hence, it is unfair in some senses.
