The reading holds the point of view that maintaining a human presence on Venus is impossible due to an extreme and inhospitable environment. The reading gives out three reasons to support his idea. However, the listening says that building the state 50 kilometers above the surface can solve the problem. The listening argues against the three reason one by one.
First and foremost, the reading thinks that the pressure on Venus' surface is so high that spacecraft and humans will be crushed. But the listening points out that if the state is located 50 kilometers above the surface, the pressure there is equal to the pressure at Earth's surface. So the pressure won't be a problem.
Secondly, the reading states that there is no water and oxygen on Venus' surface. However, the listening points out that we can use carbon dioxide and other chemicals in Venus' atmosphere to make water and oxygen. Since these chemicals are quite common in Venus' atmosphere, it is unnecessary for us to transport water and oxygen from Earth to Venus.
Last but not least, the reading says that sunlight is very limited on Venus' surface because much sunlight is reflected by dense clouds. So it will be hard to make electricity by using solar power cells. But the listening states that if we build the state 50 kilometers above the surface, the power cell can receive sunlight which directly gets through the cloud above and reflected from the cloud below. Moreover, clouds above 50 kilometers are not very dense. In a nutshell, if we build the state 50 kilometers above the surface, we can make electricity on a large scale.
In a nutshell, the listening proposes the hypothesis that we can build the state 50 kilometers above Venus' surface. Then he explains that by doing that, the three problems with pressure, water and electricity can be solved.
