Furthermore, he mentions that these regulations make companies to use liner only in new landfills and ponds but not in old ones.
Secondly, according to the reading more strict regulations will raise customer concerns, so they will not use recycled coal. Nevertheless, the lecturer disputes this point. She believes that this will not decrease use of recycled coal. Additionally, she puts forth the idea by providing an example about Mercury, a dangerous chemical that had very strict regulations for years, but people used products with recycled Mercury for a long time.
Finally, the reading claims that new regulations will increase the cost of disposal of coal. The lecturer, on the other hand, posits that this money seems a lot, but this money will not be that much if everybody pays for it. Moreover, she elaborates on this by providing the point that this increase in electricity is invaluable compared to its beneficial effect on environment.
In conclusion, the reading and the lecture are both about creating new regulations on coal ash. But the lecturer effectively challenges point made in the article by providing description and examples.
