TPO 41- Burning coal in power plants produces a waste product called coal ash, a material that contains small amounts of potentially harmful chemicals. Environmentalists in the United States are concerned about the damage such harmful chemicals may be doing to the environment and suggest that the United States government should create new, much stricter regulations for handling and storing coal ash.

However, representatives of power companies take the opposite view: they argue that new regulations are unnecessary and might actually have negative consequences. They use the following arguments to support their position.

the article states that new and srtict rules for control the waste product of coal, which called coal ash, in necessary, on the other hand, power companies which produce coal ash, disagree with these new rules and provides three reasons for support their opinion. However, the professer explains that new and strict rules must be adapted and obeyed by them, and refutes each of the authour's reasons.

first, the reading claims that the regulation rule already intoduced such as liner-material that used in the coal ash disposal pools. the professor opposes this point by saying that liner-material is used for new pools not for old pools. she also states that, leaking the ash cause serious damage to the environment and contaminating the soil. new and strict role muse be designed and obeyed by power companies as well as old rules.

second, the article posits that new and srtict rules may discourage companies for recycleing the ash. in contrst, the professor gives an example of recycleing of Mercuty, dangerous material, when compaies recycle Mercury successfully there were not only few concerns about this material, but also people and companies be free to using and bying recycled Mercury.

third, the reading says that new and srtict rules leading to increase cost of handeling and managing the ash. the professor casts doubt on this point and explains that it is well worth to protect our environment when the prices of handeling and managing the ash even increased. according to the professor, companies which implement these rules which may recqire huge amount of money, can increase the cost of the electecity and sold it with such as one percent much cost to consumer.
