The topic of both the lecture as well as the passage are Turtle Excluder Devices (TED), which are designed in order to decrease the number of accidental deaths among sea turtles. The author of the article strongly believes this is a great invention. The lecturer, however, thinks that the idea is far from perfect, and firmly believes there is need for improvement.
First of all, the author claims that the TED mechanism is a good way to specifically help turtles in need. According to the writer of the passage, animals smaller than ten centimeters will pass through the metal guard. The lecturer doubts this idea. Even though most turtles are larger than ten centimeters, there are still small to mid-sized turtles who will not get caught by the metal guard. As a result, those smaller turtles will still end up in the trawl.
Secondly, the author mentions the ‘Shrimp-Turtle Law’, which is a law that explicitly states that all shrimping boats should have a TED installed. Even though this idea might sound appealing, the lecturer is doubtful about the implementation of this law. The TED could potentially lead to shrimp catch loss, so some fishermen will not want to use TED. On the wide open sea, some boats might simply remove the TED when they are out of sight. In other words, this law is extremely difficult to monitor.
Lastly, the author briefly discusses import regulations. According to the writer, all products containing shrimps must come from certified users of TEDs. The lecturer disputes this point of view by stating that there are a lot of fake documents and certifications, which could easily turn every fisherman into a certified TED user. It is hard to distinguish a real certification from a fake one. Moreover, the professor states that are a lot of differences with regard to regulations on an international scale. Therefore, she thinks this policy is very difficult to implement in practice.
In conclusion, both the writer and the professor have conflicting views about the implementation of the Turtle Excluder Devices.
