The reading passage and lecture both discuss the consequences of imposing high taxes on cigarette or other unhealthy products. The reading mentiones that this policy has many social benefits but the lecturer claims that it can be really challenging.
First, the reading makes an argument that these extra taxes discourage people from indulging in unhealthy behavior that is conducive to buying fewer of them. On the contrary, the professor states that not only they never stop buying it both also they will buy cheap and low-quality materials. Further more, these cheap materails are really harmful to their health like buying unhealhy food than healthy food.
Second, the reading mentiones that these taxes are really fair because whem they become sick they should pay much money for medical costs and others people do not contribute equally to covering these costs. However, the speaker states that this method is unfair. The people who buy cigarettes have different incomes so he tax is great for low-income people but is not considerable for rich people.
Third, the reading claims that this policy increases the government's revenue and it can be used on medical assistance and bublic project like building stadium or park. However, the lecturer declares that this policy increase dependency of government to tax and it will stimulate the government to implement other policies to enhance it like banning smoking in public places or private house.
