Second, the reading alludes that some predictions show that strict regulation about coal ash discourage recycling into other products. There are other damaging material like mercury that is some restrict regulation for storing for long time and all people accept these rules due to its damages.
Third, the reading says that these regulation will cause increase in cost of companies and it leads that they increase the electricity cost that is unpleasant by consumers. The professor cast doubt on this point by explaining that although the cost is about 50 billion dollars and is huge but averagely it increases the cost of electricity about one percent for every consumer that he think it is not big price to pay for having clean environment.
