The listening lecture totally opposes to the reading passage in whether government should create strict rules for handling coal ash. To begin with, the reading says that power company point out that effective environmental regulations already exist. However, the listening argues that the environmental regulations we have are not sufficient. For example, some harmful chemical had leaked to the groundwater and pollute human's drinking water. As a result, this can cause extremely harmful effect to people. Indeed, the government should definitely set up strict laws for handling coal ash.

In addition, the reading implies that government create strict rules might discourage the recycling of coal ash into other product. On the other hand, the listening suggests that this is not likely to be true. The government had create some rules to other harmful chemicals, but it still successfully recycle for about 50 years. Therefore, people will not be afraid to buy recycle product even though there are strict rules.

Last but not least, the reading asserts that the strict rules will cause significant increase in disposal and handling costs for the power companies. However, the listening indicates that it is true that it will cause a lot of money, but it will be worth it in the future. The cost of a company of implementing these rules will cause about 15 million dollars. It might sounds a lot, but if we calculated, it will increase the average customer household electricity in about 1 percent. That is not a expensive price to pay for a clean environment. In other words, it may cause some money, but it is well worth it.
