Both the passage and the lecture deal with a conjecture as to laying a tax on cigarettes. The reading passage puts forward three rationales for this hypothesis. Contrastingly, the professor calls into question all the ideas and imparts some facts to repudiate them all.
First of all, the author takes the view that imposing more tax on cigarettes lead to a decline in smoking cigarettes due to the higher prices of cigarettes. According to the professor’s way of thinking about this reason, it would lead the smokers to consume a lower-quality cigarette that consists of higher levels of toxic materials. In fact, he believes that policy on increasing unhealthy foods proved to be unsuccessful because people did not stop eating unhealthy food and as a result, there was a lower amount of money to allocate to healthy foods.
Second, the reading passage posits that it is not a fair approach to get an equal amount of money from both people who smoke and don’t smoke. Furthermore, it states that the people who smoke cigarettes tend to get ill more frequently than ordinary people. However, this idea is challenged by the professor, he thinks that the people should not pay tax for the consequences of their action. Also, the people from lower strata of society will be faced with the burden if the higher tax for cigarettes is considered.
Third, the passage claims that the revenue that comes from increasing tax could be used for establishing public facilities. In contrast, the lecturer rejects this idea by touching on the fact that the government cannot rely on this profit because it is not rational to build a place from the money of the people and prohibit them from smoking cigarettes at the same time.
