Taxes to the cigarettes

The reading passage states that increasing taxes for cigarettes and unhealthy foods have a beneficial effect on society. The writer provides some arguments to support this point of view. However, the lecturer finds all the ideas discussed by the reading passage dubious and suggests some evidence to refute them all.
First, the writer claims that high taxes lead to a decrease in the amount of cigarette and unhealthy food that people consume. On the contrary, the professor dismisses this idea due to the fact that by raising taxes people will not change their behavior. They will only buy cheaper cigarettes with low quality which have harmful substances. Therefore, their health level will decline more. Also, people continue to buy unhealthy food at higher prices. So, they will not have enough money to buy healthy foods.
Furthermore, the author asserts that people who use cigarettes and unhealthy foods need more for medical that leads to more cost to the government. It is fair that more taxes are given to them. Conversely, the speaker underlines the fact that taxes should be determined related to people's income. For instance, by determining high taxes to cigarette, when two people with high and low incomes smoke one cigarette packet each day they have to pay the same taxes. however, this amount of tax affects a person with a low income more compared to the person who has a high income.
Finally, the reading passage believes that these taxes can increase the governments' revenue. So, they can spend this money to develop public welfare. The lecturer, on the other hand, makes the argument that these projects need a lot of money. Thus, governments will try to make more money through taxes. In this circumstance, the governments will not forbid smoking in public places in order to raise their income.
