The lecture and the reading discuss the coal ash that it makes with burning coal. Although the passage claims that the government must creat strike and new roles for using coal ash, the speaker refutes this idea through several reasons which I will describe in this reporter.

First and foremost, the passage points out that taking a strike role like each company must be using liner-special material for coal ash. The lecturer, in contrast, rejects this by claiming that the role that company to use liner not sufficient. She believes that only a new company or land or pond can use these lines. An old company can not use line because it causes several damages. For example, harmful chemical component leak into groundwater and contaminant drink water so that makes environment damage. Hence, we need a new site as well as an old one.

Furthermore, the passage which states that a government must take strike role for handling and storing coal ash to prevent to use of it. However, the professor argues that taking strike roles does not prevent a consumer from using coal ash. Consider mercury for instance. The government made strikes role for handling and storage this chemical component for a long time. But, only a few consumer concerns about using mercury. Hence this solution does not function.

Finally, the article writes that new regulations increase the overall cost of the process for companies; as the result, companies will be obliged to increase the price of electricity which will make a negative impression on the public. However, the speaker says that it's true that the price increases but it worth it because if you calculate the money, companies will pay 15 million dollars and if they add this money to the electricity price. the overall increase will be 1% for each consumer which is very less for keeping the environment safe.
