Both the reading and the talk argue the cigarette and non-wholesome foods usage and whether the policy of imposing taxes for buying them is beneficial or not. While the reading, by giving three reasons, supports that there are social merits behind it, the lecture refutes it, stating that these benefits can be challenged and will not necessarily lead to people quitting them.

First, the author explains that these taxes will encourage people to purchase these items fewer than before, and damages to their health would be decreased to a great extent. Although, according to the professor, by doing so, people would turn to buy low-quality cigarettes that contain even more detrimental substances than regular ones. In this scenario, people will spend more money on consuming unhealthy foods will not have sufficient money to expend on healthy ones.

Secondly, the author alleges that by adding taxes, people who are not indulged in this harmful behavior have to pay medical bills, which is not fair for everyone; however, the professor posits this point and highlights that if we consider incomes of all people in the society, this policy will put much burden on people who have lower incomes and people who are wealthy would continue consuming them; thus those with a tight budget will suffer more.

Thirdly, the passage clearly mentions that this law brings revenue for the government to employ it to public places that require this budget. On the other hand, the lecturer denies it by saying that it is highly unlikely that officials implant this fund to constructing recreational facilities or put efforts to implanting laws like banning public smoking since they intend to keep this money, not losing it.
