TPO 53 taxes on cigarettes

The passage provides us with three benefits of imposing taxes on cigarettes and other unhealthy products while the professor has enough reasons to reject all those advantages and she thinks that all those claims can be challenged.
The first benefit of that plan is that the taxes can prevent people from having unhealthy behaviors. Whereas, the lecturer completely disagrees and claims that the taxes can persuade people to use low price cigarettes, which have lower quality along with greater health risks since people have to pay less taxes for cheaper cigarettes. Likewise, when people have to pay taxes, they will have less money. So, they try to buy unhealthy food because they are not as expensive as healthy one.
Being financially fair is considered as the second advantage of these kinds of products' taxes. Conversely, the professor believes that it is not financially fair unless it take into account the people's incomes. Since they do not consider people's income, these taxes have much greater impacts on those who earn less money. As a result, they won't be able to buy high quality food which is really detrimental to their health.
The last benefit is that these taxes can increase revenue for governments with which they can do a number of projects to benefit public welfare. However, the lecturer thinks that it is true that the taxes can raise the governments’ income, but it has a downside. In other words, that considerable amount of revenue can be dangerous for people's health since the government sees it as a source of income and do not want to lose it. Hence, the government tries to eliminate some laws such as banning smoking in public places which will be harmful to people's health.
