The listening and the reading passages have a debate on using turtle excluder device (TED) in order to prevent from dying turtles that accidentally caught in the shrimp fishing boats. The writer puts forward 3 main hypothesis for not using of this tool, which are refuted by following speaker.

First, the writer suggests that trapping the turtles in the nets is very rare event and may happens only once for any boat. On the other hand, using TEDs needs much money in comparison with the the low chance for surviving one turtle. While the speaker views this issue from opposite angle. According to her, there are nearly 1000 shrimp fishing boat now and if only one turtle dies because of caughting in their's nets it is critical number of turtle who are in danger specially for nobel ones. The cost of losing shrimp is not as much as saving a rare species of turtles.

The second preposition offered by the writer is that fishing boats can reduce the amount of time needed for maintaining the net under water, as a result, there is no need applying the TEDs. However, the speaker casts doubt on the assumption by saying that it is possible only in teory, because the government can not monitore mentioned time for each boat.

The writer proposes that TEDs can be use for small turtles and for bigger species it can not be applied. On contrary, the speaker holds on an opposite view. She explains that manufactored TEDs are too small now but it is easy and possible that factories modify the design of TEDs for bigger ones.

Overall, the ideas mentioned in the listening oppose the ideas in the reading passage according to above reasons.
