Burning coal for energy will produce harmful coal ash, so American environmentalists ask the government to restrict the coal ash storage. The reading passage holds the view that stricter regulations is unnecessary as well as bringing negative result, while the lecturer believes that stricter rules should be carried out.

Firstly, the reading passage shows the fact that those power company has already taking the environmental regulations. For example, they use a device called liner to keep coal ash away from the ground and environment around, showing that extra regulation is unneeded. However, the lecturer argues that the existing regulations are unreliable. The liner mentioned before is not equipped on the old facilities, where poisonous material leak into the soil and underground water. So the stricter regulation is necessary.

Secondly, the reading passage mentions that by recycling the coal ash, products such as building materials can be produced, which is environmental and economical. Stricter rules will bring an negative image of coal ash product to the public and decrease the sale of those product. But the lecturer using the example of mercury, which is handed and stored strictly while recycled successfully, to demonstrate that being aware of the danger of the material won’t do harm to the recycle of this material.

Thirdly, the reading passage indicates that new rules will increase the cost of using coal, probably ten times as much as before, leading the rising of the electricity price. On the other hand, the lecturer suggests that the electricity price will be only one percent more for every family, which is worthwhile for saving the environment.
