At first, the reading argues that, Caludius did some major innovations, like building of a harbor and several aqueducts - made to provide clean water. His new laws protect civil rights and expand Roman citizenship. The lecture pointed out some of the bad effects of his innovation like conquering power by assassination results civil war, new laws produced some bad judicial results, and rampage by introducing gladiator game, etc.

Secondly, touting his entrustment to slaves and women, the reading presents his modified bureaucratic framework and points his wisdom. The lecture argues that, his new bureaucratic model created corrupt slaves, murderous wives, and fascist ruler like Nero, his firstborn son.

In summary, while the reading tries to prove Caludius' innovative nature and inciteful bureaucracy, the lecture showed several bad results of his actions. Even if the reign of Claudius has massive historic importance, the lecture argues that, it only proved his nefarious nature.
