The reading passage tells about the Rome emperor Claudius who ruled between 41 and 54 CE, and elaborates him as a most underrated emporer inspite of his innovative, wise ruling. The lecturer casts doubt on this view by explaining his activities like bad judgemental qualities, love towards violence and corruption. He rises the question of calling him a good emperor.

To begin with, the article portrays that Claudius, among all Roman history, was the most innovative and wise ruler and ancient historians were biased against him because of his physical handicaps and stutter talking. Also points out that he has improved cities by constructing Rome harbor and new aqueducts, and creating new laws to protect slaves' rights. Even though the lecturer acknowledges that Claudius has done these good things, the lecturer calls out Claudius' bad judgemental skills by highlighting the event of Rome plunged into Civil war. And talks about his love towards the violent events such as killing people for entertainment purpose. By these activities, the lecturer casts doubts on the emperor's good qualities.

Second, the reading passage tells us that Claudius faced ancient authors hatred because he was not elected by the Senate and limited its power. He preferred loyal slaves and freed men for government services which created new opportunities to new groups. He has been praised for his actions of letting women and slaves in political work. On the other hand, the lecturer posits that Claudius did not pay attention to the wise advices of the Senate. In addition, he was notorious for his corruption in his ruling period and his wives were murderers.

In summary, the reading passage highlights Claudius' achievements and portrays him as a good emperor whereas the lecturer casts doubt on the authenticity of Claudius's character by saying his negative qualities which caused bad consequences in his ruling period.
