The following appeared in a memo from the Mayor of the city of Hillview:
"In order to alleviate the serious unemployment problem in our town, we should encourage Autotech to build its automobile manufacturing plant in our area. The Hillview landfill, which has been undeveloped for decades, is a perfect site for this plant. The building and staffing of this plant will put to work thousands of Hillview residents left unemployed after Computech computer software programming company abandoned its national facility last year. I am asking for city council to authorize a large campaign to attract the compan and offer significant tax incentives to make our town attractive to the giant of car manufacturing."
The author of this proposal to encourage Autotech to build its manufacturing plant in the city of Hillview offers an interesting argument but to move forward on the proposal requires more information and thought. While the correlation stated are logical and probable, there may be hidden factors that prevent city to tackle its unemployment problem
First, the author failed to evaluate the ability of unemployed people in the city. The autotech company needs employees whose are the expert in the particular field. however, if we were to learn that most of the unemployed people in the city are low-skilled citizens then establishing these kinds of companies not only cannot solve the employment problem but also increase the migration of people from near cities to this region. As a result, the author of the proposal should have done a survey on the skills and capabilities of unemployed people.
Second, the author mentioned that hillview<span class="hiddenSpellError" pre="that "></span> landfill is a perfect area for building the factory. Admittedly, the process of building a factory needs a great deal of attention and without taking in to account all the factors, it is not rational to propose a region. does this region near to the city? does this region have access to water, electricity, etc? does government allow the private sector to construct in this place? The author of the proposal should answer all these kinds of questions before suggesting a parcular landfill.
Third, introducing tax incentive by the local state needs to evaluate the budget of the government. if the government has the budget deficit, then the tax exemption policies would devastate the economic situation of the hillview. A group of people who does not have enough information about economy believes that tax exception could increase the investment and employment. however, having such a short-term perspective would worse off people quality of life in the long-term because the budget deficit imposed by tax cut can increase the inflation in the future.
In conclusion, I believe that the proposal of introducing tax incentives to attract Autotech sector in order to fight against unemployment is not rational at all. For providing the precise proposal, the author needs to conduct in-depth analysis
