Write a response in which you discuss your views on the policy and explain your reasoning for the position you take. In developing and supporting your position, you should consider the possible consequences of implementing the policy and explain how these consequences shape your position.

Since the establishment of university education, it has never been designed as an enterprise designed from everyone. University education provides little benefit to skills people need for many careers in the society, only when people desire to pursue a job that requires that level of education, should people attend universities. Therefore, I believe the government should not offer scholarships to everyone who gets admitted to universities.

Where will the government acquire the money to fund students who cannot afford university tuitions? The answer is obvious, from the taxes collected from the citizens. The government should carefully weigh the costs and the benefits entailed. Surly university education can increase the general welfare and devleopment of the country, but so can building more roads or community housing. Offering free university education to any student who is admitted may not exactly be the most cost effective option, especially with univeristy admission becoming so lax that anyone can score an admission as long as they pay the fees.

While some people may argue that university education is a necessity offering students chances to further their knowledge, cooperation skills and leadership skills et cetera, I dare say that the majority of these skills can be acquired through education before university. In New Zealand, the percentage of the population that participated in university education is just over 30%; had university been that important, we would expect to see New Zealand in a disasterous state. However, New Zealand boasts a strong economy, and is the only developed country rooted from a fully agricultural background. New Zealand leads the world in most of the sectors such as GDP, Education Index and Happiness Rating, out performing many countries with 70% of the population with a bachelor degree of above.

Nevertheless, in countries such as Taiwan or Japan, where nearly all of the young people are enrolled or have acquired university degrees, the government should consider providing scholarships to students who cannot afford the tuition. In these highly competitive countries, many people complete Masters and even PhD degrees before they start working. Job applications from people without bachelor degrees are literally trashed without giving any futher inspection. With the firms placing such great emphasis on university degrees, only by providing less fortunate people with scholarships to attend universities can the government bridge the socio-economical gaps between the rich and the poor.

In conclusion, university education should only be offered in countries where bachelor degrees are required even for the most rudimentary jobs. This level of education is not essential for the majority of the population in many countries. If the government insists providing everyone who gets admitted with a scholarship, it will ultimately backfire upon the society.
