Regulations for handling and storing coal ash are unnecessary
The reading passage and the speaker both explore the topic of necessity of changing the regulation of handling coal ash. However, the speaker discords with the ideas in the reading passage. She casts doubt on the article for the following reasons.
First of all, the speaker opposes the idea related to the used of linear. Although the reading passage suggests that the regulation for the company to use linear can prevent the possible harm causing by coal ash; the speaker points out that the contaminant do exist and polluting the drinking water by giving the further explore of the regulation for the use of linear. Hence the speaker concludes that regulation is not sufficient.
Furthermore, while the article indicates that the consumers will question about the safety of buying the coal ash products, the speaker argues that there is other similar case which have an opposite outcome. Therefore, the speaker holds that it is irrational to suggest the consumers behavior will react in a more negative way.
Last but not least, the speaker refutes the reading passage by mentioning the increasing cost. Even though the passage states that general public will not be satisfy to the increasement of the price, the speaker rejects the idea by bringing up a reason that there will only be a slightly amount of growth for each household’s electricity bill. Thus, the speaker believes that there will make much difference for the consumer to notice the change.
To sum up, the speaker tends to disagree with the points in the reading passage because of the unconvincing arguments presented in the article.
