T P O 53

The reading states that there are three advantages in introducing the tax on cigarettes and unhealthy foods. However, the lecturer claims that all the reading's advantages can be challenged and oppose each of them.
First, the reading states that the taxes discourage people to reduce their unhealthy behaviors. However, the professor opposes this point by saying that by introducing taxes on cigarettes, people lead to smoke cheaper cigarettes which have lower quality because these companies prefer to use the more harmful substance in order to reduce the price of cigarettes. Accordingly, people put their body in the greater risk. this situation is similar to the unhealthy food. If governments put taxes on unhealthy foods, people tend to eat more unhealthy foods.

Second, the article claims that taxing unhealthy behaviors is fair. The professor refutes this point by stating that it is not fair to impose taxes on people since we do not take into account people's income. For example, if governments impose taxes on people with lower income and those having higher income equally, the lower income individuals shoulder the greater expenses.

Third, the reading averts that high rate taxing would increase the income of state and they would become able to invest it in different projects. The professor opposes this point and contends that reliance of governments on revenue of these taxes for completing the various project has a downside. Since they rely on the revenue of the taxes, they would not introduce policies in order to eliminate unhealthy habits. For example, they would not ban the outdoor smoking because they do not want to lose its income.
