Since coal ash, which is burning coal in power companies, is harmful to the environment, so much regulate harsh rules for handling and sorting it. The reading explains that power plants think new regulations are not necessary and have negative concluded. But the lecturer for three reasons has the vice versa idea.
In the beginning, regulation at present exists, power companies say. liner-special material rule hinders the coal ash part from leaking into the soil or environments. If they want to use landfill or ponds as a recycle bin must obey from the liner rule in every new built pond or landfill. Conversely, the listening asserts that this rule is not enough because it is just for new ponds or landfills, therefore old landfills or ponds never fallow liner-special material regulation. Coal ash easily mixes to groundwater and drinking water. It is harmful to the environment.

second, although the author explains that power companies assert establishing new strict regulations may affect recycling coal ash into other products and says these products are just too dangerous and may stop buying the products. The lecture debates that before it harsh strict created for handling other materials such as mercury. At that time, there was some afraid like this, but the adaptation of this regulation for mercury was successful.
And finally, the new regulations increase just one percent extra cost to power plants, while they are a huge number of wealthy, millions of dollars. Then, though customers pay one percent more money, their environment will be clear with these new regulations.
To sum up, the power plants strongly offer that creat new rules has some drawbacks, in contrast, the lecturer thinks new rules are positive for the environment and defend his idea for some reason.
