The reading and the lecture are both about creating new and much stricter regulations for handling and storing coal ash. The author of the reading believes that new rules are unnecessary and have negative consequences. The lecturer casts doubt on the claims made in the article and brings up three reasons to reject the specific point in the reading passage.She thinks that it is definitely essential to create stricter regulations.
The first point the author makes that the effective environmental regulations already exist so there is no need to create new rules. The lecturer opposes this point by explaining that we require new and stricter regulations due to rules that exist now are not sufficient, for example, the rules for liner are only for an old land filled not the new ones. Therefore, it is vital to have new rules not only for old ones but also to prevent damage of new landing filled.
Secondly, the author contends that by creating very strict rules the recycling of coal ash might be destroyed. It is mentioned that consumers may become concerned of products dangerousness. the lecturer rebuts this argument. By having new rule consumers won't stop recycling. for example, consumers use another hazardous material for environments called Markey despite the fact it has sufficient strict rules for a long time.
Finally, the author states that new regulations would cost more. The articles note that increased cost would not be welcomed by the public. This concept is refused by the lecturer which asserts that this cost is really well worthy. Despite that implementing this would cost around 50 billion dollars, it cost average by only 1 percent more than past.
In conclusion, the lecturer and the author appear to be in disagreement about new rules for coal ash. the lecture contends that it is not good to have stricter regulation, which is contradicted by the lecturer.
