The system used for rubbish/garbage collection in your local area is not working properly. This is causing problems for you and your neighbors. Write a letter to the local council. In your letter describe how the rubbish collection system is not working properly explain how this is affecting you and your neighbors suggest what should be done about the problem

Exactly two weeks, the device used for collecting garbage has been functionally inefficient whereby causing several difficulties around the neighborhood which as become an object of ridicule.
However, the system put to place has been maladministering it's responsibilities. over the weeks, there has been an inconsistency in the collecting of the waste. every dirt should be collected three times a week so as to establish sanity but otherwise it has been a disaster. it comes once a week and other times it doesn't.
Furthermore, this has caused unhealthy dissatisfaction between I and the neighbors, our environment stinks and also disfigures the structural design of the house. Most importantly, the unproductive waste collection scheme has made the environment giving way to rodents and inhabitable for our children causing them to be susceptible to germs and viruses which is very unethical.
However, I suggest that experts should be invited to diagnose the problem by debugging the coordination.
