The listening lecture totally opposes to the reading passage in whether high taxes on cigarettes is beneficial. To begin with, the reading says that higher taxes discourage people from indulging in unhealthy behaviours. However, the listening argues that when they taxes of cigarettes is higher, people will start buying cheaper cigarettes with lower quality. As a result, it can cause even more harm to people. Similarly, when imposing higher taxes on food, people will start eating cheaper food with less nutrient, which is bad for their health. In other words, rising taxes will eventually damage people's health.

In addition, the reading indicates that taxes of this kind are financially fair. Likewise, the listening suggests that not everyone think that it is fair. For instance, when there are 2 people who smoke, one has higher salary and another has lower salary, the person who has lower salary is the one that always having trouble paying the tax. In other words, it will not be fair because it will cause a hue pressure on the person that has a lower income.

Lastly, the reading indicates that the higher rate of taxation on cigarettes significantly increase revenue for the government. However, the listening implies that it is true that the government can receive lots of money, but the government will not set up laws such as banning indoor smoking because they do not want to lose these money. As a result, the increase revenue for the government is not beneficial for people.
