The reading is about the issue that new regulation for handling and storage of coal ash is not indispensable; furthermore, they may have negative effects on companies and the cost of electricity, but the speaker holds the opposite view about this assert which is explained below.
The first rule which authorities should adapt is firms have to harness liner in every new landfill they construct but the professor asserts that not only the new landfills should have liners but also do the old ones have liners, due to the fact that old sites are insufficient and release a bulk of impurities into the lakes and soil and as we know they are fatal for creatures so that the old site should have liner too.
The second regulation is that because the companies now utilize recycled coal ash as other materials like concrete if new rules are held consumers insight that the coal ash is very dangerous; thus, they do not buy the products by the lecturer has the opposite view in contrast with the past experience of people about the mercury that they use the materials which produce from recycled mercury so for the coal ash they will adopt the rule.
The last conflict that the companies have is that new rules increase the price of electricity because it cost a lot for firms on the contrary the speaker asserts that it may cost for the company but it does not cost a lot for people and just the bill increase just in one percent as we see it is not a huge cost, virtually it is economical for society in order to protect their environment.
