According to the reading passage, power companies say create new strict regulations for handling and sorting coal ash, burning coal in power companies, have some drawbacks.
Conversely, the professor has the opposite idea and defends for some important reasons.
First, power companies assert that effective regulations such as linear- special material rule now exist.
while the lecture says these rules are not sufficeint. For example, linear- special material is used just for new landfills or ponds, so companies don't execute this rule for old landfills or ponds. Therefore, a number of coal ashes mix to groundwater and finally, mix to drinking water, it has a negative effect on the environment.
Also, the author point out one of the significant new regulations' problems is that customers are discouraged to buy other products since they think recycled coal ash are dangerous. So,based on the reading power plants are concernd about recycling coal ash. The lecturer oppose to reading debates that before these new rules, some new rules made to use mercury. At the beginig consumers afraid and they were wory about it. But this rule executed for a long time, individuals adapt themselves to murcury rules.
Finlaly, the most important reason is increasing the cost . The reading says. The lecture shows that although, this new strick regulatoions cause a huge number of the cost to power plants, the incrising of customer's bills just will faces with one persent growth., which in compared with more clear environment is not high.
Accordingly,the proffesrors thinks new rule are nessery for some reason, though the reading it has disadvantages.
